What is a stack?
A reusable block — a Hero, a Feature grid, a Call to action — you drop onto pages.
A stack is a named group of content you define once and reuse: a Hero (heading, image, button), a Feature grid, a Call to action, a Gallery. Pages are built by stacking these blocks in whatever order each page needs.

Defining a new kind of block is developer work, because someone has to design how it looks on the site. Arranging existing blocks on a page needs no code at all — see How do I build a page out of blocks?.
